After 9/11 there was a PSA meant to quell anti-Muslim violence. It featured a multi-racial cast saying "I am an American" and deliberately overlapped all the statements. This technique has since been driven into the ground, and then some. Kind of like the insurance ad where they all say "I'm calling."
Actually, this seems more like the parody of the Bank of America spots, the ones where they talk about getting cash back (failing to mentioning how much the bank collects through the APR).
